What is pension indexation (waloryzacja emerytur)?
Every year on March 1, ZUS (Zaklad Ubezpieczen Spolecznych, the Polish Social Insurance Institution) raises all pensions, disability benefits, and survivors' benefits by a statutory indexation rate. The rate is set by the government and calculated as the consumer price index (CPI) for the previous calendar year plus at least 20 % of real wage growth. For 2023 the rate was 114.8 %, meaning all eligible benefits increased by at least 14.8 %. The legal basis is the Monitor Polski 2023, item 185, which ZUS applies automatically - pensioners receive a written decision (decyzja) and do not need to file any application.
How the 2023 indexation bands work
The 2023 indexation used a hybrid percentage-flat (kwotowo-procentowa) formula. Pensions below the pre-March minimum of 1,388.44 PLN gross received a 14.8 % increase and were simultaneously raised to the new statutory minimum of 1,588.44 PLN gross if the percentage result was lower. Pensions between 1,388.44 PLN and 1,689.19 PLN gross received a guaranteed flat increase of 250 PLN gross, because 250 PLN is more than 14.8 % of those amounts. Pensions above 1,689.19 PLN gross received the full 14.8 % percentage increase. This design ensured that the largest absolute gains went to mid-range pensioners, while all retirees benefited from above-inflation growth.
Calculating net pension from gross: health contribution and income tax
Every ZUS pension is subject to two mandatory deductions. The first is a 9 % health insurance contribution (skladka zdrowotna) calculated on the full gross amount - this was made non-deductible from income tax by the Polish New Deal (Polski Lad) reforms in 2022. The second is income tax (PIT) at 12 %, which applies only to the portion of the monthly gross pension that exceeds 2,500 PLN (the monthly equivalent of the 30,000 PLN annual tax-free amount). Pensioners whose gross benefit stays at or below 2,500 PLN owe no income tax at all - only the 9 % health contribution reduces their take-home. For example, a 2,200 PLN gross pension becomes 2,200 - 198 = 2,002 PLN net. A 3,000 PLN gross pension becomes 3,000 - 270 - 60 = 2,670 PLN net.
The 13th and 14th pension bonus payments
In addition to the annual March indexation, Polish pensioners have received two bonus payments since 2019: the "trzynastka" (13th pension) paid each April, and the "czternastka" (14th pension) paid each August-September from 2021 onward. Both are set at the minimum pension level (1,588.44 PLN gross from March 2023) and are subject to the same health contribution and PIT rules as monthly pensions. They are separate from indexation and are not included in this calculator, which focuses on the permanent monthly benefit increase from March 2023.

When did the 2023 pension indexation take effect?
The 2023 indexation took effect on March 1, 2023. Pensions paid after that date already reflected the new amounts. ZUS sent written decisions (decyzje) to all affected recipients explaining the new gross amount and the basis for the calculation.
Why did some pensioners receive exactly 250 PLN more while others got more or less?
The 2023 indexation used a hybrid formula. Pensioners with a gross benefit between 1,388.44 PLN and 1,689.19 PLN received a guaranteed flat increase of 250 PLN because the flat amount was more favorable than 14.8 % of their benefit. Pensioners with benefits above 1,689.19 PLN received 14.8 %, which exceeds 250 PLN in absolute terms. Those below the old minimum were raised to the new minimum floor of 1,588.44 PLN.
Do I pay income tax on my pension in Poland?
Only if your monthly gross pension exceeds 2,500 PLN (which corresponds to the 30,000 PLN annual tax-free threshold). Below that amount, no PIT is owed. Above 2,500 PLN, you pay 12 % PIT only on the excess. However, every pensioner pays a 9 % health insurance contribution on the full gross amount, regardless of income level.
How do I apply for the 2023 indexation?
You do not need to apply. ZUS applies indexation automatically to all benefits it administers. You receive a postal decision (decyzja) with your new gross amount. If you believe the amount is incorrect, you can file a written objection with your regional ZUS branch within one month of receiving the decision.
What was the minimum pension after the 2023 indexation?
From March 1, 2023, the minimum pension (emerytura minimalna), full disability benefit, family benefit, and social benefit were all set at 1,588.44 PLN gross per month. The partial disability benefit minimum rose to 1,191.33 PLN gross. The pre-retirement benefit minimum was 1,600.70 PLN gross.
Does the 14.8 % rate apply to all pension types?
Yes. The same indexation index (114.8 %) applied to old-age pensions, full and partial disability benefits, survivors' benefits, and social pensions paid by ZUS. The mechanism (flat 250 PLN or percentage) depended on the size of the benefit, not its type.
How does 2023 compare to previous years of indexation?
The 2023 indexation rate of 14.8 % was the highest in decades, driven by the very high consumer price inflation of 2022.
