How Florida sales tax works
Florida imposes a statewide sales and use tax of 6% on most retail sales of tangible personal property and certain services. On top of that, Florida's 67 counties may each levy a discretionary sales surtax, which typically ranges from 0% (Citrus County and Collier County charge none as of 2026) up to 2% (Hamilton County). The combined rate in most Florida counties falls between 6.5% and 7.5%. The Florida Department of Revenue updates county surtax rates annually in November via Form DR-15DSS, and rates can change each January 1 as levies expire or new voter-approved ones take effect. For 2026, notable changes include Palm Beach County dropping from 7% to 6.5% and Martin County doing the same.
The $5,000 county surtax cap
One important feature of Florida sales tax is the county surtax cap: the discretionary surtax applies only to the first $5,000 of the sales price of any single item. The 6% state tax still applies to the full price regardless of how expensive the item is. For example, if you buy a $10,000 boat in Orange County (1.5% surtax), the state tax is $600 (6% of $10,000) but the county surtax is only $75 (1.5% of $5,000), not $150. The effective combined rate therefore falls below the nominal rate for purchases above $5,000. This calculator applies the cap automatically.
What is exempt from Florida sales tax?
Florida exempts several important categories of goods. Unprepared food for home consumption, including fresh produce, meat, dairy, bread, and similar groceries, is fully exempt from both the state tax and the county surtax. Prescription drugs are completely exempt. Prosthetic and orthopedic instruments and most medical devices are also exempt. However, candy and soft drinks are not treated as groceries under Florida law and are taxed at the standard rate. Prepared restaurant meals are taxable. Clothing is taxed at the standard rate in Florida, unlike some states that exempt it.
